As you can unlock everything, there is no permanent state of "having spent hero points on the wrong stuff". Leveling from 1-80 gives you exactly as many hero points as you need to unlock all core traits and specializations. And this is what the level 80 boost does: You just level up until you are level 80 (just with one click).
Yes but you do get hero points from leveling up (to certain levels) which is what the scroll does. You're thinking of Tomes of Knowledge no longer granting skill points and instead spirit shards. OP has a weird hero point deficit from the skill pt to hero pt conversion.
Get enough hero points to max 1st Specialisation. Get enough hero points to max 2nd Specialisation. Get enough hero points to max 3rd Specialisation. Complete original story line. Thanks for the help. :) PoF is definitely faster, I've managed to get enough Hero Points to unlock everything up to the last tier of traits (so enough to start using it) in 1 evening.
