Oke i found something!!! Take the puthole south of the building. At the end of the line you cant move further because of the puthole being sealed….. now comes the fun part.

Me personally I hope it's not a limitation of the game engine. While it was made for open world games I'm not sure ut was made with urban landscapes in mind. Most Far Cry games take place in natural environments which hasn't been an issue for Far Cry games (except the open world traversal stutter).
